The Ministry of Infrastructure, Housing and Urban Development has invited proposals from eligible Maldivian companies to develop 2,100 affordable home ownership units across 13 islands under a Public-Private Partnership (PPP) model.
According to the ministry, the project is open to locally registered organisations, firms and consortiums with 100 percent Maldivian shareholding. The initiative aims to design, develop and implement affordable housing projects as part of the government’s efforts to expand access to housing and improve living standards across the country.
The ministry stated that the project also seeks to promote planned urban development while creating opportunities for local real estate developers to strengthen their capacity through direct participation in national housing projects.
Selected proponents will be responsible for delivering financially sustainable, high-quality, mixed-use residential developments that align with national housing policies and urban planning frameworks.
The detailed Terms of Reference (TOR), including the list of the 13 islands covered under the project, are available on the Ministry’s website.
The ministry has encouraged interested parties to submit proposals that incorporate efficient designs, sustainable construction practices, optimised land use and long-term value for homeowners.
Requests for clarification must be submitted by 1:00 p.m. on August 4, while complete technical and financial proposals must be submitted electronically to proposal@infrastructure.gov.mv by 1:00 p.m. on August 17). The ministry noted that late or incomplete submissions will not be accepted.
