President Dr Mohamed Muizzu has ratified amendments to the Fisheries Act, introducing new rules for fishing harbours, aquaculture, enforcement and recreational fishing.
The amendment was ratified at a special ceremony held at the President’s Office today after being passed by the 20th People’s Majlis during the 28th sitting of its second session for 2026 on August 26.
The revised legislation strengthens the legal framework for taking administrative action against fishing vessels, while introducing clearer provisions governing fishing and aquaculture activities in protected areas.
A major component of the amendment is the establishment of a framework for developing and operating specialised fishing harbours. These facilities will provide safer mooring for fishing vessels and dedicated fisheries-related services, supporting the development of infrastructure tailored to the needs of the sector.
The law also provides for harbours and facilities serving recreational and sport fishing. The relevant Ministry will be required to develop regulations governing recreational and sport fishing, including the development and management of facilities supporting these activities.
The amendment further expands provisions related to the leasing of areas for aquaculture, establishing procedures for allocating and utilising designated areas for aquaculture activities.
In a move to strengthen action against illegal fishing, the amended law also introduces a framework addressing the responsibilities of flag states when administrative measures are taken against foreign fishing vessels involved in illegal fishing within Maldivian waters.
The enforcement framework has also been strengthened through revised classifications of offences and clearer provisions for determining penalties and fines for violations of the Fisheries Act and regulations made under it.
The reforms are expected to provide stronger legal and administrative mechanisms for managing the country’s fisheries resources while supporting the development of fisheries infrastructure and emerging areas such as aquaculture and recreational fishing.
Following the amendment’s ratification and publication in the Government Gazette, it has come into force.
The relevant authorities have been given 60 days from its commencement to revise existing regulations and formulate any new regulations, rules and procedures required to implement the amended provisions.
